Who This Course Is For
This course is intended for experienced professionals who are responsible for conducting, supporting, or overseeing workplace investigations, particularly within policing and public‑sector environments. It is designed for individuals working in police services or police associations who are involved in professional standards, internal affairs, labour relations, human resources, or leadership roles where internal complaints and investigations are a regular part of their work.
The program is especially suited to those who already have some exposure to investigations and are looking to deepen their skills, strengthen consistency, and build confidence in handling complex and sensitive matters. Participants typically include investigators, supervisors, managers, and leaders who must assess complaints, determine appropriate investigative processes, and ensure investigations are fair, thorough, and defensible. The
course is tailored for an Ontario policing context and reflects the legal, organizational, and operational realities faced by police services.
What the Course Is About
The Fact‑Finding and Investigations course is a comprehensive four‑day program focused on building practical, end‑to‑end investigative capability for workplace complaints. The course concentrates on how to gather and assess facts objectively, manage sensitive situations, and complete investigations that meet legal and procedural fairness requirements.
Participants are guided through the full investigation process, beginning with screening and assessing complaints and deciding when an investigation is required. The program covers how to plan an investigation effectively, define a clear mandate, and prepare for each stage of the process. A strong emphasis is placed on investigative interviewing skills, including how to structure interviews, ask effective questions, manage difficult or non‑participating parties, and apply trauma‑informed approaches where appropriate.
The course also addresses common challenges in investigations, such as recognizing and mitigating human bias, evaluating credibility, and weighing different types of evidence. Participants learn how to document findings clearly and objectively, and how to write investigation reports that are well‑structured, defensible, and aligned with statutory and organizational requirements. Post‑investigation considerations are explored, including notifying parties, managing outcomes, and understanding how investigations connect to broader disciplinary or resolution processes.
A key component of the program is a hands‑on investigation simulation. Working in small teams, participants apply what they have learned by conducting a realistic workplace investigation from start to finish. This includes developing a mandate, planning the investigation, conducting interviews, analyzing evidence, and producing a final report. The simulation can be customized to reflect policing‑specific scenarios, making the learning highly relevant and practical.
Overall, the course is designed to build internal capacity, improve the quality and consistency of investigations, and equip participants with tools, templates, and practical experience they can apply immediately in their roles.
Space is extremely limited to 25 participants, so early registration is strongly encouraged.
